I don't think you can enable/disable the overlay for specific menu pages (without editing code), but you can turn it off in the StreamedMP Menu Editor.
Tab 'Menu/Plugin Options' and then tab 'Most recent/Plugin Overlays' -> Uncheck 'Enabled MovingPictures Last 3 Added'

In the StreamedMP editor, go to `BasicHome Design` tab.
Select `Weather` in the right hand column, then the `select overlay` button below it.
Choose `No Recently Added Display` , then `Generate Menu'.
