I encountered this error and eventually figured it out by doing an advanced install.
I added "Windows Firewall Service running during install" to the requirements in the wiki manual.
This will hopefully prevent a lot of frustration.
I only tested the issue for XP SP2 and not for Vista.
I assumed the issue applies to both OSs.
I've setup my HDHomeRun in MP1 as (4) IPTV cards rather than Atsc. I can see the (4) Atsc cards, but just have them disabled.
