With the radeon spec gpu you would get the best PQ using the 'cyberlink ATI decoders'.
You can als use the post processing feature to force deinterlacing type, which helps as MP can sometimesloose this setting in use.
Much better colour ballance and detail than any other decoder for MPEG2 type streams.

First let me say that I don't have the problem you describe with the BlueTwo skin.

Figured out most of my problems. The contouring was my video card setting, I had just put in a new video card and didn't realize it had defaulted itself to 16 bit color. Once I changed that to 32 bit my contouring went away.

I can't recommend any cards for your country. I only have experience with the USA's ATSC cards.
