Well issue all fixed now.
The problem was access rights if I open media portal as administrator recording and timeshift works fine.
So I tried reinstalling as admin that didn't work if I tried to run as normal user but that's ok I can tick the run as admin option in properties, disable uac so I don't get popups and it's all...
