You cannot map that button, it is handled by your XP and other applications cannot control that. You can only "adjust" its behaviour in your XP energy settings control panel. There's a dropdown what the PC should do when the "Powerdown" or "Standby" buttons on your PC/keyboard/remote get pressed.

Well, if it's compressed to MPEG audio, 384 is a very high rate. Could even be that this is the maximum for your card. MP uses MPEG audio and AC3 only, btw. PCM is not used and usually not delivered by the cards.
So I guess despite your setting to LPCM, your card delivers a high rated MPEG audio stream. Would make sense.
