A couple of comments:-
The CaptureCardDefinitions.xml code you refer to that was posted here is only for the DVB-T portion of this card.
I don't think that your TV card has hardware MPEG2 encoding for the analog TV portion, so you will need at least a 2.8Ghz CPU to do the software encoding, if you are trying to view analog TV...
