Can you explain your question a little more precisely? Do you want a dolby pass-through from set-top-box, bia PC to a stand alone Dolby digital decoder/receiver? Or do you want your PC to decode an AC3 stream to 5.1 analog outs?

In regards to the memory, I'm pretty sure that the onboard gfx cards in the NVidia (and most others) motherboards use at least some of the system RAM. Some boards have 32Mb of nuilt in RAM and then use the system RAM for the rest.
I'm pretty sure you'll find that's where your missing RAM is.
