This how I did it:
1. No IR-receiver attached
2. copy/paste the inf provided in the attach. into the present IRBUS.inf
3. reboot.

5. When new hardware was found I let it go to windows update for drivers (5-6...

Why not set the action to do nothing and then map it in some other software, like HIP, Girder, EventGhost or IR Server Suite.
