If you use the left and right arrow buttons on the MCE remote, you can skip back and forth by vaying amounts. Each press of the arrow button will increment the amount, and the increments are defined (and can be modified to your preference) in MP configuration / General / Skip Steps.

The error message you are getting usualy means the filters required are not installed.
This is an ATI installer problem.
Try installing again and then open graphedit and use insert filters and check every filter that is listed in the MP gaph construct is available first.

I get the same problem, my log looks very similar. I'm using hauppauge PVR 150, FX5200 and purevideo codec, if i use the mpv codec or the dscaler one i dont get the problem. It's a pain as the purevideo codec is far better. Something has obviously gone amiss with the interacton between MP and Directx3d

Quality 0 is not good, you won't get a picture with a reception like that. Are you able to find the channels using another program like myTheatre, DVB Viewer etc?
If you can't get reception with another program I would recommend investing a bit of money in a nice antenna that supports the DVB-T frequencies.
