My Catalyst is 10.4, not 11.4 - it would be confusing.
The most important things have already been mentioned. For me they are under "video" -> "all settings":
- disable edge enhancement
- disable denoise
- disable dynamic contrast
- *enable* enforce smooth video playback
- try using "bob" deinterlacing

Easiest way of checking, is install the manufactures software, if that does not work, then I would say it is the usb.

Your question is a little vague, but I'm guessing you're talking about setting up tuner<-->channel mappings. You may possibly have figured this out by now, but anyhow the answer is that you can scan with tuner A and then map to tuner A and tuner B. In other words, you don't have to scan tuner B.
