That's pretty much exactly what I was looking for. First choice, PDVD8, second choice MS Mpeg-2 decoder. I assume that's what VMC is using, and VMC looks wonderful with my HDHomerun.

In Excluvive Mode there shouldn't be any tearing, but you can try to force vsync within your display drivers control panel additionally. This works fine for me even without exclusive mode.
