You can add attachments while editing, but not until the page is created - because there is no page saved yet to attach the images to ;)
It mystified me at first too, couldn't figure out why I could add them during edit sometimes and not others, until I realized the page had to exist first DUH!

Reasons
1. It's annoying
2. .exe can be just as harmful, infact the .exe 's code is hidden from view
3. Easy to circumvent by packaging in a .zip or asking users to rename the file upon downloading
