Everything that works in Windows Vista, will work in Windows 7, they use the same driver model.

There is absolutely no chance you'll play 720p Xvid on that chip, probably not any HD at all. Your best HD chance is a post 6600 Geforce card and CoreAVC/NVIDIA Pure Video. They'll both use the GPU to decode and hence might make up the processing shortfall

The PVR-150 will not output video so youll need a seperate vidoe card. Its still fine to use if you can get yourself a PCI version of the Nvidia 5200. Thats a DX9 card and should work nicely but it would also depend on the speed of this system you want to use.
