I just update the Drivers (2.1.1130.0 from 30.11.2010) for my KNC Card.
Update worked fine, but since then, the TV-Server...
So far as I am concerned, that tuner is not supported. It probably won't ever be supported since the DRM has strict requirements. See here for details...
I recommend option 1 plus an HD-PVR, but make sure you talk to the people with HD-PVRs before you buy it because there may be issues with the stream from your provider/STB...

After all I installed SAF, K-lite- Codec Pack (which has Cyberlink in it), ArcSOft codecs (from TV Card install) and Nvidia PureVideo.

That sounds like a good plan to me. If the driver was bad then I think the tuner wouldn't even scan or be recognised by TV Server. It is possible that the signal is too weak or too strong for it...
