don't blame MP, blame the directshow filters. :D
If you try with BASS you'll find most probably that the files are playing.
For the ones which doesn't play, i suspect there's something wrong with either the MP3 header itself or the ID3v2 Tags.
Directshow seems to have problems for example, when ou have a large Coverart included...

Basically the output sample rate should be the same as the sample rate of the stream you are playing. Some soundcards automatically detect the sample rate of the input stream and set the output rate accordingly, don't know if this is possible with yours.
