When I turn on my TV when Media Portal was left open, instead of getting MP on full screen (1080P) , I get it only on quarter...

This does everything you want. I kinda wish this was directly integrated into MP but alas. Works flawlessly on MP 1.1.1
EDIT: Also, try disabling always on top, screws with the screen saver.
