The biggest texture I'm currently using is the background. They are about 1Mb... And my GPU is ATI Radeon HD4200.

I would think you should be using EVR on Win 7 (like Vista).
I'd also check with Graphstudio afterwards that it really is using the codecs you think it is when playing....
