I don't know if its by design but should the system go into standby when DVD is paused in the first place?

It might not disable DXVA, depending on the filter. If I remember correctly CC parser will get added besides the video decoder, not after it.
ps. post processing is wrong word in the MP config. It should be additional filter(s) :)
