i just found your thread while searching for tvserver crashes due to bad epg data. thats what i am bothering about. probably your problem is also related. try to disable epg grapping at all (uncheck epg grabbing while idle/ts) to narrow down the problem.

Hmmm - just did a bit of testing and it seems that my DVB-S tuner (Hauppauge HVR3000) always reports 100% signal quality and strength whatever channel I tune to (even the Eurobird ones that are hardly watchable). This is from looking in the tvserver logs, but presumably those figures just come from the card's BDA driver. Oh well...

Especially in digital TV the moving unsharpness can be a sideffect of the coding (not the decoding). Of course I haven't seen your specific setting, but if it's not too unsharp, it might be normal.

Unfortunately not all tv cards report accurate signal level. I will suggest you to turn on this setting "Don't drop discontinued packet in tsreader" in tv client configuration.
You should see less stuttering (probably you will see video corruption) if it's a signal problem.
