The fact that you get a better signal by mistuning your LNB might warrant investigation.
The fact that you can tune channels but have to set Vpol instead of Hpol and mistune freq. suggests your dish might not be pointing at the sat you think it is. So you are actually tuning with the wrong transponder list.

You certainly had me on the right track-thank you!
I unzipped the driver files into a folder. Then I right clicked on the setup.exe file and clicked on compatability. This then rendered the file to be used with Win7.
The driver has now unloaded and MP opens normally.

Problem solved finally! It is the FloppyDTV! I was able to find 1.2.10 firmware, which is the oldest in Digital-Everywhere Firmware archive and it did the trick. No more scrambled channelchanges! I couldn't find the driver disc that came with the card, it should have even older firmware, but as long as this works, im happy.
