I have the same IR Receiver on my Win8 Dev PC :) so i'm not sure it come from that but i could be wrong lol.
Like you test by starting debug mode, it's not related to third party plugins.
If you stay on this release i can supply you a bin forced thing and see if it's better, will try to do that asap :)

I did have an (older) version of PS++ installed with 1.3 - I upgraded to 1.4 and the latest PS++ so one of these has fixed it:)
