Every now and then I get "Unable to start timeshifting" when I'm zapping to a channel. It seems to happen only between channels...
2 things you can try, reinitiliase tuners in powerscheduler and set a delay before TV cards are detected under general, 10-20 seconds should be sufficient.

Are you using PowerDVD for audio codec? I had that problem when using PDVD7 audio. Switching to MPA instead fixed it.
