It's probably caused by a windows update which erroneously wiped the IPV6 localhost from your hosts file. Windows defender was the culprit.Check your Windows hosts file to make sure it still has entries for IPV4 & IPV6 for localhost.

The windvr3 software gets installed on the TV Server that has the 1250 in it. It just installs filters that TV Server can use to take advantage of the 1250 analog side.
