Try this. I had the same problem, and this fixed it. I found loads of posts with the same problem and no solution, before I got lucky and the author of this post happened to fix another issue for me

Did you check out IR Server Suite? I think it does exactly what you want after you've configured it. You might even try to run the HDMIon app when you press Channel Up or Channel Down, so MP first changes the channel and then fires an external command.
