I would go for a PVR-150 which shouldn't be much more expensive. Although it may be possible to make your tuner work with Media Portal, I think that it's better to go for a proved and tested configuration to avoid spending time.

I got this cheap usb DVB stick from ebay yesterday and had planned to use it with Media Portal. I have now read that many people have been having problems with this device being used with anything other than BlazeDTV.

You need to have a specific version of the Elecard codec installed to convert to xvid from within mediaportal. I'm not exactly sure what specific version it requires.
