Create a filter with 'Video Format' and set that to be 'equals Bluray'

Check the MovPic settings on categories, you probably are using wrong ones, as it can be configured central, but then also overruled individually.
One of those is probably conflicting with what you expect, so be sure to verify them all accordingly.
