Would the STBs live with each TV, or with the PC (at the bar???)?
If they had a display on the front that told you what channel they were tuned to then that might partially solve the problem. Then you have to be close to the PC to change channel, but maybe that is what you want.

Just worked my way through iloops suggestion and now it works :-)

As mm said, it seems to be some combination of how the bios/Windows/drivers/hardware interact at startup. You could try playing with the bios USB settings and the USB power settings in Windows.
