Tuner remotes are mostly not supported (I think Hauppauge and Digital Everywhere may be the only exceptions...) due to the fact that the tuner is not necessarily in the same PC as the one that MP is running on.

It is the standardised DiSEqC version of a 22 kHz switch replacement. Just a simple A/B switching mechanism.
Tuner hardware can only be used by one application at a time. If two applications try to use/control a tuner at the same time... well, it usually doesn't work out so well.
